The Port Royal Sound Environmental Study of 1972 evolved from the controversy surrounding the proposed construction of a petrochemical plant by German Firm Badishche Anilin & Sodafabrik (BASF) on the Colleton River. Without much dedicated research focused on the Port Royal Sound, arguments for and against the plant were primarily speculative and became heated. The South Carolina Water Resources Commission were requested by the Governor to conduct a study of the Port Royal Sound, including its ecological and biological assets. The report highlighted the special nature of the Sound and catalyzed a strong conservation ethic in the region.
